It depends.
If you are having work done on your property for personal use and for non-profit purposes, the contractor is not required to have a competency certificate.

However, if you own an apartment building and wish to have work done in a common area or in a unit, the contractor must hold a valid competency certificate. This certificate is required for repair work, modification work and maintenance.
However, if the contractor is only working in the owner's own unit and the works do not affect a common area, the contractor needs no competency certificate.
